Appearance:
Effeminate in both body and facial structure, Nukapei is often mistaken for a woman. He has a smooth jawline and high cheekbones, and those paired with his full lips and wide green eyes all contribute to his girly appearance. His stature matches the quality of his face, with slender shoulders and a thin waist. This isn't to say he's frail however, as he's lithely built with wiry muscles thanks to the amount of swimming he does. He's not bulky though, his silhouette much more akin to a dancer's than a quarterback's.
He stands at a relatively average height of 5'9", and though he's not overly tall, his thinness lends him a willowy air. His hair is a brilliant shade of red, and he wears it long, the locks reaching well past his waist when it's not pulled up. The color contrasts well with his eyes and the pale complexion of his skin. If one looks close enough they may notice that scales of the same crimson hue speckle his body at key points, such as the collarbone and neck, his elbows and his sides. They also streak down his legs when he sheds his tail.
Fashion-wise, Nukapei tends to wear more jewelry than actual clothing. He fancies shiny objects and often adorns his hair with barrettes and accessories, and loves to wear necklaces and bracelets. In the water he's often topless, but on land he leans to wearing loose silk garments resembling togas.
Nukapei is an amphibious creature and has a dual respiratory system. A pair of thin slit-like gills reside underneath his ribcage, and his fingers are webbed. When in the water, he gives up the pretense of being a land-dwelling nightmare and forgoes his legs in favor of a long tail with flourishing fins, the scales of which match his hair.

Personality:
Nightmares have the reputation of being cruel creatures, and Nukapei isn't exactly exempt from that. He's not overtly malicious, but he does seem to lack the ability to care. Indifferent is a great descriptor for the male, as his reaction to most things is simple apathy. He goes through his existence with little enthusiasm for other individuals. Most of the time he seems much more interested in inanimate objects than people, showing a preference for collecting (or hording, depending on one's point of view) artwork and other things such as jewelry. This makes it rather hard for him to make friends or maintain relationships outside of those he has to upkeep due to his job. Those who try to get close to him are often pushed away before they can see any result for their efforts.
Such mannerisms could easily be construed as an inability to care on Nukapei's part. He's happy to let people believe that. If they take it to heart, maybe they'll leave him alone. Such couldn't be farther from the truth. Due to the circumstances of his 'birth', he does care, and care deeply, but it's laced with such a bitter hopelessness that he really doesn't like indulging such feelings. Much better to be alone then deal with any disappointment that may come from making attachments. Nukapei guards his emotions like a jealous lover - he doesn't trust anyone enough to let them in. Deep down though, he does have a heart, somewhere beneath that icy exterior. His walls are not unbreakable.
In day to day life, he presents a polite and professional air. Soft-spoken and gentle enough to not cause any conflict between his co-workers, but generally not kind enough to win any friends.

Abilities:
Add or Clear taint: By maintaining physical contact with the surface of a body of water, he may either remove negative traits (e.g. toxicity or poison), from the liquid, or add them. [2 post cool down]
Sense water: Aids him in being able to locate useful sources of water for his powers. [1 post cool down]
Shape-changing: This is a fairly limited ability, really only allowing him to trade his tail for a pair of legs when necessary. It's a rather painful and uncomfortable process, so he avoids shifting frivolously, as to not put himself through all that discomfort. [3 post cool down]
Siren song: Requires the target to be able to hear his singing voice. Nukapei may sing a melody that dazes enemies or puts them to sleep. [4 post cool down]
Water manipulation: The ability to shape water at his whim, to generate bullet-slowing walls, or waves to sweep enemies off their feet. He cannot create water from nothing, it is dependent on being near readily available sources. [2 post cool down]
History:
When people think of nightmares, of bad dreams, they tend to reach for the harmful or embarrassing. Falling from great heights, going to school naked, being chased by a strange animal, or becoming lost...
Nukapei was born of a deeper sense of tragedy, however. The nightmare of losing a loved one, like so much sea foam dashed upon the ocean's shore is what gave him entryway to the realm of Nikodem. The experience is still rather hazy to him. At one moment he was flitting from one nightmare scape to the other, playing the role of pining lost love, and the next he was on a beach, long tail glistening in the afternoon sun. Alone in a strange new world, he took to the sea to try to sort his thoughts. He spent a lot of time there, lurking amidst the waves, compartmentalizing his emotions and coming to terms with the fact that he was stuck in this place.
It took him a while to gain the courage to leave behind the ocean and walk among the humans. Immediately he was struck with distaste for them. Many of them were so happy, and worse than that, many of them were in love. That realization hit him like a sucker punch to the gut, and a pit of envy soon grew in his chest. He didn't appreciate having what was always denied him and those whose nightmares' he haunted flaunted as plain as day. Worse yet were the pairs of Dreams and Humans that he came across every now and then. No, it wasn't fair at all, and he grew to loathe them.
Existing without a clear reason weighed heavily on the male for quite some time. He learned to sequester his feelings, to push them away and ignore them, but that didn't help with his restlessness. It wasn't until he was contacted the President that he attained a clearer purpose. The envy he had hidden away for years got an outlet enforcing the man's orders. Whether or not he truly agrees with his leader or is simply giving into the whims of his jealousy remains to be seen.
